The state of Washington will introduce controversial Grizzly Bears to the the far north mountains & forests of the state. I remember the 50year old story, told by my friend & co-worker, who was an experienced outdoorsman, that he had seen a Grizzly Bear in the Spada Lake watershed area, which is the water source for Everett, Washington. Personally, I've seen some large Black Bears in the outdoor mountains with my binoculars & never would have mistaken a Black Bear for a Grizzly Bear. I don't think my friend would have either.
