My thoughts exactly, but I'm sure the name for the award is outdated. Best engine sounds better than best propulsion system, especially for the (traditional FSP) car nuts.
What do we call a train driver? Engineer. They're almost all electric drive now, so electric can be an engine. What's the propulsion system in a motorcycle? What we normally call an engine. It's an artificial distinction between motor and engine. This works for me.
Motor is the broader, more generic term, I think. All engines are motors, but not all motors are engines.
