Made what seemed like a pointless decision-trading a small decrease in Euro CO2 for a significant increase in NOX SOOT SMOG- But remember-FUEL PRICES-oil-was expected to rise and rise so using less oil-drove this policy The CO2 decrease-wasn't the main goal. It was all about decreasing oil consumption-reliance on the unstable ME Yeah no one predicted $42 oil-in 2015-or the USA becoming a fuel exporter- FRACKING ETC It wasn't really climate-it was OIL running out-becoming more expensive-crashing economies It might have been SOLD as about climate-GREEN- but it was about oil economies and dependence on the unstable middle east
