Not many were made, plus those who have them are generally not inclined to part with them. Plus at this age, you're seeing their numbers get reduced by auto wrecks, road salt corrosion, etc. Lastly, their light weight makes this generation of Civic hatches popular with the rice boys who promptly scrap it's motor and install some B18 motor or something. All that means VX's are pretty difficult to find.
An alternative is to get a CX and install a VX engine in it. The CX has the same transmission and light weight of the VX. It is what I used for my conversion.
With my stock CX, I was getting 51 mpg in the summer and 44 mpg in the winter, its main limitation being that I had to spend most of my time below 55 mph in order to get this mileage due to its 0.31 Cd. That speed limitation was the main reason I aeromodded my car to drop its Cd down to 0.16.
