In terms of the level of air pollution China, it only matters in that it is proof that things are improving there. The installation of efficient coal, solar, wind, and hydro is paying off.

If any actual deaths are really a concern, what about the ones in India? There are nearly as many premature deaths from air pollution as in China, and they have a smaller population. Or what about the 100,000 premature deaths in the US? Doing anything about them? Having a prayer vigil? Or do only the deaths that can be pinned to communists matter?

The new coal plants in China are supercritical and ultra-supercritical. So what technology did the US share(actually codeveloped with China paying half the bill, from the link) with them that they choose not to use?
Carbon capture and sequestering? Unless a country has a large petroleum industry to use the CO2 for enhanced oil recovery, and China doesn't, the technology has been expensive up to now. CCS projects are now happening in China.

You have not provided any evidence to support that claim. You can't even name the technology.

Yes, there was joint programs between the DOE and China is reduce pollution from coal and other areas. You did provide evidence for that. There was no evidence that China delayed putting any technology advances from that into practice. In fact, China had coal plants making use of some of those advances about 6 years before the US did.
