White House vows to set tailpipe rules.

Poster: xcel (see this users gallery) WASHINGTON -- The White Housed promised Thursday to press ahead with plans to implement tough new vehicle tailpipe emissions, given its skepticism that Congress will pass an energy bill this year that increases fuel efficiency requirements. "My honest assessment on Capitol Hill is we would very much like legislation to pass," Al Hubbard, assistant to the president and director of the National Economic Council, said in an interview Thursday. "(But) we're not very optimistic that's going to happen. It really depends on the Democrats."
