I saw an item called a velocity turbine tuner that is supposed to help with mileage and is reasonably inexpensive. It installs in the intake pipe. Is this just a bunch of hoopla?

Gimmick. The news section has a link to a Popular Mechanics article from a couple years back where they dyno tested it.

Junk... there was a new thread posted here a couple days ago that showed it not only doesn't work... but it actually decreases your fuel mileage AND horsepower.

It is an old, old scam.

My father bit on this back in the 70s and installed it on a 283 Chevy Impala. The engine vacuum sucked the little fans into the cylinders and we spent a day pulliong the heads and getting the debris out of the cylinders.
