Truck driver is totally wrong but I'd bet from the other bikes on the road in the video that this is a favorite spot for bikers to do lots of illegal driving.
Any bike doing any driving is illegal .

That said, the pick-up retaliation is directly attempting to cause physical harm. Passing in a double yellow is a "practice deemed unsafe" based on the lack of visual distance.

It was obvious there was plenty of distance with respect to relative acceleration that allowed the biker to feel safe enough to go around the pick up truck. Akin to going through a redlight when you look left and right and no one is coming.

Passing on a blind corner is totally different. The point I'm making is that nothing is black and white...it's all a shade of gray.
