Washington, DC. -- Speaker Nancy Pelosi spoke on the House floor this afternoon in support of legislation providing $2 billion in additional funding for the so-called "Cash for Clunker" initiative, which was so successful this week that it ran out of money. The bipartisan legislation passed in the House by a vote of 316 to 109.

As you know, my colleagues, as part of the Supplemental Appropriations bill earlier this year, the "Cash for Clunkers" provision was provided in it. Many people have worked very, very hard on that for a long time, and we were able to have it passed on a bill that was going to be signed by the President...

And that's what is interesting about this week. In about six days, it is estimated that 250,000 cars were sold. On both sides of the aisle, people acknowledged the effectiveness of this initiative. And that is why yesterday, as we were seeing what was happening this week, the Obama Administration asked us to help consumers who have yet to have the opportunity to take advantage of trading in their old cars for new energy efficient models.

When they do that, they strengthen the auto industry, strengthen our economy at large, and help preserve our environment.

What's interesting about it and the point that is made by many speakers already is just that -- that everything has performed beyond the requirements of the bill. The cars that have been purchased are much more fuel efficient and the emissions standards are much better than the bill even required, and that is good news.

I do share the concern that is put forth by Mr. Markey, and I don't know if Mr. Inslee has yet, but he will -- about the source of the revenue. And that is the Innovative Technologies Loan Guarantee program. In the recovery package in January, we voted for the $6 billion initiative, it was very important to have it at that level. And it is very important in terms of our renewables program -- $6 billion.

The Administration has just released a solicitation for about half of that money -- $3 billion in loans for renewable energy. The rest of the money would not be released until next year, till after January. So that gave us an opportunity for the time being to use $2 billion of that for this 'Cash for Clunkers' expansion. And I am concerned about the fact that that money is taken from that account, but it has not made any opportunity costs for the program because the timing is that that money would be spent next year.

I do hope that whether it is in the continuing resolution, or some other step along the way, that those funds will be restored. Because it is not appropriate for us to take money to do one thing for fuel efficiency out of an account that is designed to do just that, looking into the future with further innovation. So I share the concerns expressed by Mr. Markey and appreciate the comments made by Mr. Obey in the colloquy that they had about restoring those funds.

But again, this is a pretty exciting day. As I said, we just got the word as this news was unfolding this week. Yesterday, it was determined that we could go forward. The Rules Committee under Congresswoman Slaughter responded very positively, the Chairman of the Appropriations Committee, Mr. Obey, just trying to find solutions for us, and the leadership of the Republican Party was very cooperative in how we could bring the bill to the floor.

So this is a very positive, bipartisan initiative to help our auto industry, to help consumers, to grow our economy, to do it in an environmentally sound way, and I think is the perfect message for us to take home for August.

Thank you all for your leadership in making this possible.

And $2-Billion is not going to be nearly enough... Damn, just a slight change to ONLY 15 + mpg over the junk would have really done something

___Let us think this one through a bit... Joe Salesman makes $750 a week of which the US Government receives $150. A vehicle has a stream of suppliers and OEM's that we can assume a $20,000 vehicle after rebate which is probably on the low end has about $4,000 of taxes applied in some form or fashion throughout that supply chain. State Governments are getting a nice 5% + on average cut of the new car sale as well.

___I am not so sure the $3,500 and $4,500 deal was made up just randomly and I bet the Government makes out on this deal in the end? Less than not paying at all but cars are not selling so why not give the free boost?

That logic can be said about all taxes. The government can just give me a $15K check now, because I am going to pay them $15K next April. That's not a free boost.

It is a free boost because you are getting that check to buy a product that is not going to sell otherwise. The gov't gives you the 15k so that you can give them back 15k on the purchase. It really just moves the cars. They were not going to get the 15k anyway.

I think you miss my point.

I can't buy $15K worth of product if I give it to the government in payroll tax. Ever dime I pay in taxes is a dime that I am not going to spend. But if the government gives me $15K I can spend that and give them the usual $15K at tax time, it's all a wash.

Cash for Clunkers is the government paying me $4.5K so that they can get $4.5K in taxes back. Same wash but not that different from Reagonomics - Reduce taxes to stimulate sales to collect more taxes.

The cash for clunkers causes the gov't to get revenue from taxes. The cars were NOT going to be sold, so there was nothing in it for the gov't. The auto companies were ailing, so the gov't gave an incentive....a tax break if you want to call it that, on purchasing a new vehicle. The gov't doesn't get the tax on those vehicles...in all reality, the gov't was not going to get the money as the vehicles were not going to be sold.

There isn't any MORE taxes to collect, it's a green/auto stimulation and it does just that. The gov't debt is no better off financially..actually, let me take that back.

Unprecedented was the increase in sales of cars WITHOUT the clunker deals, so the gov't actually benefits.

It's just redistribution of wealth. I work my butt off and make a great deal on our HCHII. And now I have to help some POS buy there new car!?!?!?!? And then I had to also give some POS sots money when they were buying hybrids through the governments tax games, credits or what ever you want to call it.

There is still state tax money I could take on the HCHII. And I will not make my fellow Okie or damn near useless American citizen pay me for my car.

Everybody wants a ****ing hand out now days. What a bunch of bull ****!

___I do not believe in the hand outs for 22 mpg vehicles but I do believe in the handout if it were for 35 + mpg vehicles at this point in time. Currently Wall Street and Saudi dictate what you are paying for the gallon of gas we place in our cars because people continue to purchase low FE vehicles. Again, the nanny state comes to play. If we as a country of individuals are not willing to purchase sensible, high FE rides knowing we are running out or the price is being controlled by those that either hate us and have killed us by the tens of thousands or by those that are only asking to steal money from our wallet, than measures have to put into place to protect us from ourselves because we are all to stupid to do it on our own.
