i would reccommend the Goodyear Assurance Fuel Max, using them on my wifes focus, and they have been great! Good deal and Made in USA

It's the pump that has the shut-off. I'm not sure exactly how they work, but it's pretty dependable, in my experience with a variety of Hondas. I believe it's sort of sampling the air and when it senses a bit of splash back the shut off is triggered.

Maybe there's something in the '96 Accord tank neck design that reduces it's effectiveness? Does it overflow before shutting off?

That said, consistant fill level isn't that necessary for accurate calculation: with 2 or 3 tanks any variations will cancel out.

and most of todays vehicles you don't want to fill to the brim

also- if a person is looking for the ultimate tire for FE- why wouldn't he go just one size bigger- not necessarily bigger in width- but bigger in circumfrence

Also, are you using the same pump/station all the time? That could be a factor.
