Yes & no. If TPS is 0 at idle and indicates closed throttle, a setting of 1 should work just fine. As you say, the idea is that you want to know throttle closed
& Open Loop. When set to 1, if you go below, it indicates a closed throttle (TPS=0). In one of my cases, idle TPS is 10 and my cutoff=11.
