YIKES!!
At first glance I didn't realise that it was a crash test dummy being tossed like a rag doll!
Course-it probably is full human weight-150 lbs or more!!

Wayne-truck drivers-especially if they are self employed-are always trying to save money and time.
I wonder what a truck rim costs-$500 maybe- I have no idea-but many will have brothers brother in laws uncles who are welders or who have a welding machine
Easy math-1 cent worth of electricity- $1 worth of welding rod- 5 minutes-
vs $500 and 1/2 day for new rim!!
Yeah see a crack-fill crack -get back on road!
Tough economy-makes sense to cut corners-I do it all the time in home repairs- but a leaky sink pipe roof won't blast me 10 feet in the air!!
Tough economy-folks take more risks!
It is sorta' what BP did in the Gulf- Risk vs $$-and that is a profitable industry-not single owner pushing a truck up and down a highway to feed family.
