the thing I have often is this: does the EPA prevent fuel efficiency in the United States, or are the automakers beholden to the oil industry? The 54 MPG car sold in Europe usually gets dumbed down to 25 MPG in America. It's a never-ending source of frustration for me.

___Remember that these are NEDC combined numbers so you can take an ~ 20% haircut off the NEDC's FE numbers to match the 08 EPA.
___Regarding why these Super-Diesel's are not over here. The EPA is part of that story but we are also to blame. BMW is ready to bring the small 4's over at any time but its US based customer may not take the smaller 2.0L I4's up in a sufficient number to make it profitable. When fuel costs rise, their will be huge pressure by not only the CAFE' std.'s but the public will finally get it. That is if the powers that be do not drive diesel fuel vs. gasoline out of whack to dissuade diesel automobile uptake that is? Diesel vs. gasoline future's prices are within 2 cents of one another yet you have to pay at least a $0.10 premium at the pump for 30% + more efficiency

The price difference between the future's price and the pump is most likely due to taxes.

Most people see the difference and say "Why should I by a diesel when it costs more per gallon to fill my tank". If they would do the math, a diesel has better cost per mile numbers than most gas cars. Diesel cost me 30 cents more than gas and my CPM is still better (45 MPG VS 30 MPG).

Today. And usually. But I remember paying nearly a dollar more per gallon not too long ago. And that was outside of the heating oil demand and other typical market fluctuations. That would make me nervous about buying a diesel.
That said- a small rear drive diesel is quite tempting to me. In fact, if it were in the states with a Toyota, GM, Ford, Honda, or Mazda nameplate on it I'd been in the showroom for a serious look.
