You might want to tread lightly here. Texas refineries process 1/4 of the nation's fuel. Any added restrictions WILL be passed on to customers, and not just in Texas.
I agree that air quality is a serious issue. Houston in particular has very bad air - at times rivaling LA. That needs to change, but it will not be without cost.

Very true - The Texas Gulf Coast has a considerable amount of the nation's refining capacity and that should be factored in, but some progress needs to be made, and that's the conclusion of the past two administrations.
