Plugin Hybrid Electric Vehicle. Has additional battery capacity so it can operate longer on batteries only (EV mode). Sometimes has the range in its abbreviation; PHEV-30 indicates an EV range of thirty miles, for example. The fuel economy and emissions in the EV mode would exceed those of present (2006) vehicles, even if charged from a conventional coal plant, but would drop off when the ICE runs.
