Lawarance, Kansas is a college town, so that might be a tip off on cell phone abuse on their roads. This city is considering the nation's first total ban of cell phone in cars - including hands-free.

I don't know what the solution is going to be, but I agree with surveys that phone conversations effectively slow a driver as if they were intoxicated.
The root problem is more and more drivers are irresponsible. Really don't think a lot of education is the ultimate answer. Raising the standard on driver accountability for the privilige of driving seems to be the best answer.
