Under pressure of $3 a gallon gas, the Congress set up a ten million dollars for awards going to breakthroughs in hydrogen power technology. It's inspired by the X-Prize.

I expect replies pointing out that hydrogen power is not at hand like a number of technologies. Agreed, hope Congress will offer a "Biodiesel-Prize", etc....
