Why didn't someone come up with this solution?

We have been debating the question about hybrids in HOV lanes for months.

Just post sign: "HOV Lane Minimum Speed Limit 65mph" (or something to that effect).

This makes hypermiling illegal.

If it's rush hour, you get a ticket if you go slower than the pack.

If the HOV pack speed is 70mph, you go that speed to avoid a citation.

pulse up to 70 mph? then glide to 65?

i still think 60 mph is still a better number, but that's just me.
