Apparently this is a strange request when calling tire places for quotes. The outsides of all my tires are evenly worn. Now it's time to wear the insides, as there is almost full tread there!
Best price I found was $55. Not too bad! That's at Big-O.
Is this a strange practice? Haha

Why are they worn like that? You need to check your alignment so that doesn't happen.

Yes it's strange to dismount and remount the tires when having them rotated. From the looks of the tires you have too much toe in and need a front end alignment.

If they're all worn on the outsides, you must be running camber on purpose, or maybe unintentionally. Tire shop normal pricing for tire removal and mounting and balancing is $15/tire when you buy new ones, so $55 for all four is a deal.
IIRC its not a good idea to do that to steel belted tires, the tires take a set after a while. Spend the $40 to get the car aligned, and not all shops do a good job.

yeah, never heard of that request but it sounds like a good deal. seriously, you got some suspension issues you Definitely need to take care of.

It appears as if you have a few degrees to much positive camber. As mentioned above, an alignment shop will figure that one out quickly and inexpensively if you have an alignment done anyway. Ask them for the printed out before and after toe, caster and camber adjustments also.
