There's a bill trying to get more hybrids the carpool perk:

But the bill may die as the long-awaited Caltrans study found hybrids have contributed to congestion:

On my homeward route I only see 1 or 2 priis (who always pass me BTW) on any day in the carpool lane. If there's more congestion I don't see how it can be attributed to the hybrid cars. Maybe in San Jose there are a LOT of hybrids, per the quote at the end of the second article. But I think there are just "more cars period" using the diamond lanes these days, and many with solo drivers. They simply cut in and out as they feel entitled to, based on the congestion.
I saw one Audi yesterday who not only crossed the quadruple-yellow line in front of me, he was a solo driver, AND he didn't speed up to go any faster once in the diamond lane. Both lanes were wide open for him. I'll never figure that one out--why someone would risk at least 2 violations and hundreds of dollars -- for no perceivable gain.
