Maybe something in the same vein as James Bond oil slicks or a cloud of tacks. But it'd need to be something environmentally friendly and not too big on the collateral damage, oh and something a cop couldn't write a ticket for. What about for cars with rear wipers, mis-aiming the washer jet?

Wouldn't it be great to rig a car to look like it backfired & release a big cloud of while bio-degradable smoke...However if you then had to stop suddenly & the guy hit you, your car would have been involved in reducing visibility & causing him/her to not see & hit your car. That would be sad.
