1) Is operating a motor vehicle with the engine OFF legal in Pennsylvania?
2) Is operating a motor vehicle with the engine in NEUTRAL legal in Pennsylvania?

Thanks for any help you can provide. References would be great.

Found this (http://www.dmv.state.pa.us/pdotforms/pub_223/section_12.pdf) that says:

Unsafe coasting occurs when your vehicle is out of gear (clutch depressed or gearshift in neutral) for
more than the length of your vehicle.

When operating any commercial vehicle, do not ride the clutch, race the engine, change gears or
coast while driving down the grade. At the bottom of the grade, be sure to cancel your 4-way
flashers.

CLUTCH USAGE (FOR MANUAL TRANSMISSION)
• Do not ride clutch to control speed, coast with the clutch depressed, or "pop" the clutch.

But those are from the PA Driver's Test. Not sure that is the same as what I'm asking.
