The 2007 Honda Civic is highly rated for both value retention and safety. Along with the std. accolades, an EPA rating of 30/40 city/highway makes it even more desirable in the somewhat inexpensive automobile category.

So you need a new car, but you aren't ready to take out a second mortgage for it? Not to fear we have the top 10 new cars for under $20,000 dollars. This list was compiled by Consumer Reports.

Starting with number 10 is the Kia Rio followed by the Nissan Versa. Tied at number seven are the Toyota Matrix and the Pontiac Vibe followed by the Toyota Corolla.

Here are the top five beginning with the Ford Fusion then the Mazada Three at number four. Number three is the Honda Fit and number two is the Ford Focus both for less than $16,000.

And the top rated car under $20,000 dollars is the Honda Civic.
