Saw it at my university (University of Manitoba), parked at the physical plant. I think it's used by staff for getting around on campus. All I had was my cell phone so the picture isn't the best.

It's definitely not something I see every day, I think it's the first plug in vehicle of any sort that I've seen. I didn't see any decals but http://calcars.org/where-phevs-are.html says that it was done by Hymotion.
