Or more correctly, the State of Georgia needs to go back to the drawing board on their emissions testing.

It doesn't emit pollution long enough for them to measure it. That's a new one.
In other news, there are plenty of ways to keep the ICE running. One would be to get it running and let it idle in neutral. And I'm pretty sure the user manual said something about "B" mode keeping the engine running.

___A 2004 Prius II is still going to meet the California ARB SULEV-II specs which is far cleaner then anything else on Georgia’s roads other then another PZEV Hybrid or the rare clean-State PZEV. A failing CAT or O2 sensor will throw a CEL so WTF? Poor guy :(

Guys, don't think of it as the Prius failing the test. Think of it as the Prius is smart enough to figure out that it's a test and declines to waste any fuel on it. To paraphrase the Juggernaut from X-Men 3 "Don't you know who I am? I'm the Toyota Prius, bitch!" :D

I went through this just recently. The Mass. inspection machine
refused to complete the OBD-II based testing unless it could
get an RPM figure. Since the kid doing the inspection was already
getting his first hybrid tech lesson, I showed him the footwork
to fire up the engine and then drop into "N" and keep idling [which
is better than "B" since the car isn't trying to drift away]
and then the test completed.

When ZEVs are common place, these inspections will be redundant!
