Jill Ciminillo found this one. I researched it for her and found that it does in fact qualify as ULEV (http://www.ford-trucks.com/specs/2003/2003_expedition_3.html) (scroll to bottom). ULEV is based on percent emissions, not total. My Civic doesn't qualify because it's only LEV, not Ultra.

My community college had similar signs. Their were for fuel efficient or low emissions vehicles. I occasionally parked my F-150 there on the premise that it was a low emmision vehicle compared to anything made in the sixties:p

I would think your Honda qualifies under the fuel efficient part. If you got a ticket, your fuel log would prove a good defense.
