That is absolutely redundant and ridiculous. For one, They would get horrid gas mileage at that speed....it just doesn't make any sense regardless of how you look at it.

I think the point attempted when I heard it was to absolutely drive home how out of touch they have been and feel the anger of the public.

I think they did a pretty good job of doing that the first time they went to congress. People are angry, but people were making them feel confident about these automobiles by buying them. I know a few years ago I wasnt concerned with FE, then again, at that time I never knew we had to import oil. I'm sure a lot of people are clueless, so we cant completely point the finger at them.
