You can tow and I tow with my Prius C but there is liability if they say towing caused the accident lol.
I believe that European tow ratings usually require trailer brakes at a relatively low combined trailer + maximum trailer payload weight (maybe 1000-1500 pounds). Also, if the trailer's maximum combined weight exceeds 50% of tow vehicle's weight, brakes are required. European tow ratings may also use a lower assumed tongue weight than North American ratings. All of that could probably be worked into rated capacities for towing in North America. Surely most cars can handle more than 0 pounds of tongue weight and have the braking capacity for more than 0 extra pounds of trailer weight, or else people wouldn't be allowed to sit in the rear seats either. But it's easier to just say that the car isn't rated for towing. That way the car companies can sell more profitable crossovers.
That's exactly my understanding as well, Mike. I believe it's 5% tongue weight in EU and 10% here. The lower weight unloads the car's rear suspension, but at the expense of high speed stability. Since Americans are clearly allergic to slowing down, we have ratings built around the more stable front-heavy layout. And upselling.
I like the reasoning about why these vehicle ratings are the way they are, but they don't address the disparity in the US between hybrids/EVs and "similar" ICE cars.
